The Air Quality Grant sanctioned by the 15th Finance Commission to Million Plus Cities/Urban Agglomerations under the National Clean Air Program (NCAP) for the period 2020-21 to 2025-26 has been detailed as follows:
An allocation of Rs. 16,539 crores has been earmarked for 42 Million Plus Cities (MPCs), including 7 Urban Agglomerations (UAs), to execute city-specific action plans aimed at enhancing air quality.
Furthermore, the implementation status of City Specific Action Plans (CAPs) under NCAP, supported by the 15th Finance Commission, is outlined, including the allocation details for non-utilizing cities. Cities designated as non-attainment areas have been urged to maximize resource utilization through convergence with initiatives like Swachh Bharat Mission (Urban), Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart City Mission, Sustainable Alternative Towards Affordable Transportation (SATAT), Faster Adoption and Manufacturing of Hybrid and Electric Vehicle – II (FAME), among others.
Key highlights include:
Approval of city action plans under Swachh Bharat Mission 2.0 (Urban) for waste management and procurement of sweepers.
Allocation of resources from AMRUT 2.0 for green space development and non-motorized urban transport across 107 cities.
Deployment of 13,11,681 electric vehicles benefiting from FAME II across 20 States/UTs.
Commissioning of 27 Compressed Bio-gas (CBG) plants with a combined capacity of 146 TPD in NCAP cities under SATAT.
These efforts underscore the concerted approach to mobilize resources and implement strategic measures aimed at improving air quality across the country.
