Empowering Farmers: How the PM-KUSUM Scheme is Revolutionizing Agriculture with Solar Power

In a major step towards transforming Indian agriculture, the Government of India has expanded the PM-KUSUM scheme, which was originally launched in March 2019. This enhanced initiative aims to bolster energy and water security for farmers, increase their income, reduce diesel dependency in farming, and cut down environmental pollution.
The PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) scheme introduces three key components designed to support farmers and encourage sustainable practices:
1. Component-A: Solar Power Plants on Farm Land
Farmers can now install Decentralized Ground/Stilt Mounted Grid-Connected Solar Power Plants on their land, with capacities reaching up to 2 MW. These renewable energy plants can be set up individually or in collaboration with groups, cooperatives, panchayats, Farmer Producer Organizations (FPOs), or Water User Associations (WUAs). The energy generated is bought by DISCOMs (Distribution Companies) at a fixed tariff. Additionally, farmers who lease their land to developers can earn rental income. DISCOMs also receive a Performance Based Incentive (PBI) from the government, which can potentially lower energy costs for farmers if passed on.
2. Component-B: Stand-Alone Solar Agriculture Pumps
This component supports irrigation improvements by offering Central Financial Assistance (CFA) of 30% (or 50% for the North Eastern and Hilly regions) for stand-alone solar agriculture pumps. These pumps help reduce reliance on diesel and lower operational costs while being environmentally friendly.
3. Component-C: Solarisation of Existing Agricultural Pumps
Farmers can benefit from solarising their grid-connected agricultural pumps through Component-C. This includes Individual Pump Solarisation (IPS) and Feeder Level Solarisation (FLS), with CFA of 30% (or 50% in specific regions). This support ensures reliable access to solar energy during the day, enhancing operational efficiency and reducing dependency on conventional power sources.
As of June 30, 2024, the PM-KUSUM scheme has positively impacted 411,222 farmers across the country. In Uttar Pradesh alone, by July 29, 2024, the scheme has reached 51,097 farmers.
The expansion of the PM-KUSUM scheme reflects the government's dedication to advancing agricultural practices and promoting environmental sustainability. By incorporating solar energy into farming, this initiative addresses immediate needs and sets the stage for a more sustainable and resilient agricultural sector.
