India Outlines Future Mobility Plans at World Government Summit 2025

Union Minister for Environment, Forest and Climate Change, Bhupender Yadav, delivered a keynote address at the High-Level Roundtable on the Future of Mobility at the World Government Summit in Dubai. During his speech, he highlighted the importance of mobility in driving a nation’s economy, with specific emphasis on India’s role in the global mobility industry. Noting an impressive 12% growth in the Indian mobility sector over the past year, he reinforced the country's position as a hub for innovation and manufacturing.
India’s Path to Net Zero Emissions by 2070
Yadav stressed that India is committed to achieving net zero greenhouse gas emissions by 2070, aligning with its long-term climate goals. He shared the Government of India's ongoing efforts to develop a low-carbon transportation strategy, aimed at creating an integrated, inclusive, and efficient transport system. He also underscored the need for coordinated actions across sectors to decouple economic growth from emissions, while promoting sustainable transportation solutions.
The Minister outlined that a key element of this strategy is the implementation of a production-linked incentive scheme, which targets boosting domestic manufacturing of advanced automotive technologies. This initiative is designed to attract investments and promote innovation within the Indian automotive sector.
Promoting Electric Mobility and Sustainable Transportation
In an effort to encourage sustainable mobility, the Indian government has introduced a comprehensive electric vehicle (EV) policy aimed at positioning the country as a global hub for EV manufacturing. The policy includes a variety of incentives designed to attract investment from international EV companies.
Further, to accelerate the transition to electric mobility, the government has approved the PM e-drive scheme. This initiative will facilitate the deployment of 10,000 electric buses across urban areas through the PM e-bus seva scheme. These moves are part of India's broader strategy to reduce emissions in urban centers and enhance the sustainability of its transportation systems.

Investment in Green Hydrogen and Semiconductor Manufacturing
Yadav also discussed India’s initiatives to reduce emissions through the National Mission on Sustainable Habitat (NMSH) and the National Green Hydrogen Mission (NGHM). The effort will reduce the country's reliance on fossil fuels and support its clean energy transition.
Additionally, recognizing the role of semiconductors in advancing mobility technologies, the government has launched the SemiCon India program that supports the domestic development of semiconductor and display manufacturing ecosystems, providing financial incentives to companies involved in these sectors.
