The second All-India State Water Ministers’ Conference concluded on February 19, 2025, in Udaipur, with a focus on key water management issues and actionable recommendations. The two-day event, inaugurated by Union Minister of Jal Shakti Shri C R Patil, brought together state ministers, chief ministers, and other stakeholders to address India’s growing water challenges and identify sustainable solutions.
Key Recommendations for Water Use Efficiency and Demand Management
The second day of the conference focused on crucial water management strategies, including water delivery services, demand management, and water-use efficiency. One major proposal was the establishment of a Bureau of Water Use Efficiency (WUE), aimed at promoting better water usage practices across all sectors. Other recommendations include expanding pressurized irrigation networks (PIN) and underground pipelines (UGPL), which can improve water distribution and reduce losses in the system.
In addition, the conference called for the adoption of evapotranspiration-based irrigation assessments to improve on-farm water application efficiency. The promotion of micro-irrigation, especially in agriculture, was emphasized as a crucial step toward reducing water wastage. Holistic demand management practices, such as encouraging water-efficient cropping patterns and using AI/ML technologies, were also highlighted as essential tools for sustainable water resource management.
Integrated River and Coastal Management
Water management was not limited to irrigation concerns alone, as the conference also focused on integrated river and coastal management. The delegates recommended river rejuvenation through wastewater treatment, recycling, and floodplain zoning. Measures such as expanding the coastal monitoring network, promoting ecological restoration, and safeguarding biodiversity in both river and coastal regions were also discussed.
Additionally, the conference underscored the importance of rejuvenating springs and other natural water sources to maintain river flow. The concept of promoting a circular economy and developing water tourism as self-sustaining economic models was introduced, aiming to boost both environmental conservation and economic development.
Strengthening Infrastructure and Community-Led Water Initiatives
The first day of the conference saw significant discussions around enhancing India’s water storage infrastructure. Delegates emphasized the need for the Extension, Renovation, and Modernization (ERM) of existing water systems, along with new projects to address growing demand. The conference also supported the acceleration of river interlinking projects, alongside the repair and restoration of smaller water bodies to improve local water availability.
A central focus was placed on community-led initiatives, particularly the continuation of the Jal Jeevan Mission (JJM). Delegates emphasized the need for community-driven water governance through Village Water and Sanitation Committees (VWSCs), which would help ensure that safe drinking water reaches every household. The conference also explored strategies to achieve urban water security through the AMRUT Scheme and integrate grey water management under the Swachh Bharat Mission 2.0.
As part of the ongoing effort to address regional disparities, the conference called for special attention to vulnerable areas, ensuring that potable water reaches underserved communities.
