The United States Agency for International Development (USAID) and the International Solar Alliance (ISA) have signed a Memorandum of Understanding (MoU) to advance renewable energy grid interconnections and accelerate the global transition to sustainable power systems. The collaboration seeks to enhance cross-border energy infrastructure, ensuring greater access to clean energy across South Asia, the Persian Gulf, Southeast Asia, and Africa.
Under the MoU, USAID will partner with ISA to develop energy transmission networks, expanding clean energy access, and improving energy security across regions. The effort is designed to address the urgent need for integrated energy systems that can facilitate the large-scale transfer of renewable power, particularly solar energy, and bolster regional energy resilience.
Supporting Global Sustainability Through the One Sun, One World, One Grid Initiative
This initiative is aligned with ISA's flagship "One Sun, One World, One Grid" (OSOWOG) program, which aims to connect solar energy-producing regions with areas in need of power through an integrated grid. OSOWOG is designed to enable cross-border electricity trade and foster a reliable, affordable, and sustainable energy infrastructure.
“By working together, we will help strengthen energy systems and support the global transition to renewable energy,” said Dr. Steven Olive, USAID Mission Director. “This partnership with ISA is an important step in advancing clean energy systems that promote economic growth and climate resilience.”
ISA Director General Dr. Ajay Mathur highlighted the significance of the MoU in accelerating trans-regional electricity grid interconnections, stating that it will pave the way for enhanced power system planning and investment in cross-border clean energy projects.
A Critical Step in U.S.-India Clean Energy Cooperation
This agreement builds on the U.S.-India Joint Statement issued in September 2024, which emphasized the importance of clean energy as a cornerstone of the bilateral relationship. Both nations are committed to leveraging their combined expertise to combat climate change and drive sustainable development through expanded renewable energy adoption.
The USAID-ISA MoU underscores the global commitment to addressing the climate crisis through collaborative efforts aimed at reducing carbon emissions and increasing energy access. By creating interconnected regional power markets and fostering innovative financing models, the initiative is expected to transform how energy is produced, distributed, and consumed worldwide.
About the International Solar Alliance
The International Solar Alliance (ISA) is a global initiative launched in 2015 by India and France at the COP21 in Paris, with 120 member and signatory countries. ISA works with governments to enhance energy access and security worldwide while promoting solar power as a sustainable transition to a carbon-neutral future. The alliance's mission is to unlock US$1 trillion in solar investments by 2030, reduce the cost of solar technology, and increase access to finance for solar projects.
ISA promotes the use of solar energy across various sectors, including agriculture, health, transport, and power generation. The organization supports governments in adopting solar-friendly policies, sharing best practices, and mobilizing investments. Through its partnerships with multilateral development banks and private sector organizations, ISA works to deploy cost-effective, transformative solar solutions—especially in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). With its headquarters in India, ISA aims to accelerate the global shift to solar energy, improve lives, fuel sustainable growth, and enhance quality of life for communities worldwide.
