What is MCR2030?
Making Cities Resilient 2030 (MCR2030) is an ambitious global initiative designed to help cities enhance their resilience. It’s not just a set of guidelines but a comprehensive approach that combines advocacy, knowledge sharing, and technical expertise to guide cities on their journey to becoming safer and more sustainable.
The initiative follows a clear three-stage roadmap to resilience, providing cities with the tools, resources, and support they need to reduce risks and build robust urban environments.
The Three Stages of Resilience
Stage A - Cities Know Better:
This initial stage focuses on increasing cities’ awareness and understanding of disaster risk reduction (DRR) and resilience. Cities in this phase are dedicated to developing strategies for managing risks and engaging their communities in these efforts.
Stage B - Cities Plan Better:
At this stage, cities work on refining their strategies and aligning their plans with national and regional frameworks. They focus on improving their diagnostic skills and early-stage policies to ensure that their development plans are informed by risk assessments.
Stage C - Cities Implement Better:
Cities in Stage C are actively working on implementing and mainstreaming their DRR and resilience strategies. They have established plans and are in the process of integrating these plans across various levels of government and society.
For over a decade (2010-2020) around 1,743 MCR2030 cities are on count where 557,548,615 People are living spread across 86 countries and territories. There are about 717 are Stage A, 463 Stage B, and 563 are Stage C cities.

The campaign significantly improved disaster risk awareness and capacity across participating cities.
