World Urban Forum Ends with Bold Cairo Call to Action on Global Housing Crisis

The 12th edition of the World Urban Forum (WUF12) concluded Friday with the adoption of the Cairo Call to Action, a pledge by global leaders and stakeholders to urgently address the world’s growing housing crisis and ensure that local actions are prioritized in efforts to build sustainable cities. The closing session marked a pivotal moment in the Forum’s journey, with discussions centered on the theme "It All Starts at Home," underscoring the critical role of urban living conditions in shaping the future of communities worldwide.
“We are witnessing a turning point in the journey of the World Urban Forum,” said UN-Habitat Executive Director Anaclaudia Rossbach, reflecting on the record-breaking turnout and the Forum’s focus on local solutions to global urban challenges. “The future of cities depends on how we address the housing crisis and leverage local governments and communities for change.”
Record-Breaking Forum Tackles Global Urban Challenges
Over five days, WUF12 brought together more than 24,000 participants from 182 countries, including four heads of state, 60 ministers, 96 mayors, and representatives from over 700 organizations. The Forum’s extensive program featured over 1,500 events, including dialogues, roundtables, and partner-led sessions, all focused on the urgency of sustainable urban development and financing urbanization.
The discussions highlighted pressing issues such as the global housing crisis, the need for financial investments in urban sustainability, and the role of local action in shaping equitable and resilient cities. "Over half of the world’s population now lives in cities, and local governments are at the forefront of tackling the challenges posed by rapid urbanization," said Rossbach. “The Forum has broken new ground in advocating for solutions that empower cities and their residents.”
Cairo Call to Action: A Commitment to Global Change
On the final day of the Forum, delegates adopted the Cairo Call to Action, a bold commitment to accelerate local efforts toward achieving the global Sustainable Development Goals (SDGs). The declaration stresses the need for equitable urban planning, improved access to housing, and unlocking financial resources for cities. It also underscores the importance of inclusivity, sustainability, and the need to ensure justice for all urban residents.
In his closing remarks, Egypt’s Minister of Housing, Sherif El-Sherbiny, reaffirmed the country’s commitment to providing a “decent life” for all citizens. “Everything starts locally, from where we live,” he said. “We can build a better future for us and for the next generation.”
As WUF12 concluded, civil society organizations emphasized the ongoing work required to create inclusive, safe, and sustainable communities. The Van Leer Foundation, for example, highlighted the importance of fostering inclusive spaces for children and caregivers, while Professor Anna Barker from the University of Leeds shared research on improving safety for women and girls in urban public spaces.
The Forum’s legacy will be measured by the concrete steps taken by governments and communities to turn the Cairo Call to Action into a reality, ensuring that the world’s cities become safe, equitable, and resilient for future generations.
