Paris Agreement Compliance Committee Meets to Advance Climate Action

The Paris Agreement Implementation and Compliance Committee (PAICC) convened for a pivotal meeting earlier this month, marking its last gathering before crucial deadlines for countries to submit new national climate plans, known as nationally determined contributions (NDCs), and required biennial reports. The meeting, held from September 9-11 in Bonn and online, brought together committee members to enhance their understanding of these essential submissions, which are key to global climate action.
With upcoming deadlines looming, the PAICC aimed to clarify the processes surrounding the mandatory reports and communications needed from Parties. Information sessions organized by the UN Climate Change secretariat equipped Committee members with the knowledge necessary for their ongoing work, enabling them to pinpoint areas that require further discussion and guidance.
In a bid to foster compliance, the PAICC emphasized its role in engaging with Parties that may struggle to meet their reporting obligations. The Committee will reach out to any country that has failed to communicate or maintain an NDC, submit its national inventory report (NIR), or provide adequate information on its progress. Furthermore, developed countries that have not reported on their financial and technological support to developing nations will also be addressed.
The meeting served not only as a platform for discussion but also as a launchpad for the new PAICC website, which now offers comprehensive resources about the Committee’s structure, latest events, and educational materials. A newly released video titled "What is the PAICC?" aims to inform the public and stakeholders about the Committee’s essential functions.
The PAICC expressed gratitude to its Co-Chairs, Christina Voigt and Haseeb Gohar, for their exemplary leadership, which has been crucial in guiding the Committee’s efforts to advance the objectives of the Paris Agreement. In a brief address, the Co-Chairs highlighted the Committee’s commitment to supporting nations in their climate commitments and compliance.
Looking ahead, the PAICC is poised to showcase its initiatives during the upcoming United Nations Climate Change Conference in Baku, where it will underline its role in facilitating the implementation of the Paris Agreement.
About the PAICC
Established by the Paris Agreement, the PAICC is tasked with promoting compliance and supporting countries in fulfilling their climate commitments. The Committee comprises twelve members and twelve alternates, elected based on equitable geographical representation. Its facilitative approach includes assisting nations in engaging with financial and technological bodies and developing actionable plans for climate resilience.
