The Delhi Development Authority (DDA) has introduced new Standard Operating Procedures (SOPs) aimed at strengthening action against illegal constructions and encroachments across the national capital. The updated framework requires officials to begin enforcement action within 72 hours of detecting an unauthorized structure. The move is part of a wider effort to improve land monitoring, documentation, and inter-departmental coordination while following the legal process.
Drone Monitoring And Faster Enforcement
Under the new SOPs, the DDA will deploy 14 flying squad teams and four quick response teams across different zones of Delhi. These teams will conduct regular inspections to identify unauthorized construction at an early stage and verify land ownership before taking action.
Officials will upload geo-tagged photographs with date and time stamps to create a digital record of every inspection. Drone-based surveillance will be used wherever required to improve monitoring, especially in large or difficult-to-access areas. The authority will also integrate field inspections with its vacant land monitoring system to track government land and reduce the risk of fresh encroachments.
If unauthorized construction is confirmed, demolition may be carried out within 72 hours, subject to the applicable legal process. Teams must submit same-day reports supported by geo-tagged before-and-after photographs and videography where necessary.
Defined Roles To Improve Accountability
The SOPs assign specific responsibilities to the DDA's land management, engineering, and horticulture departments. The objective is to improve coordination during enforcement and ensure that cleared sites remain free from re-encroachment. DDA ownership boards will also be installed at cleared locations.
The procedures also apply to ongoing unauthorized construction on private land located within notified development areas, provided action is taken in accordance with legal requirements.
Public Warning And Legal Action
The SOPs were issued days after Delhi's Lieutenant Governor directed the DDA to adopt a stricter approach toward encroachments. Separately, the DDA issued a public notice on July 9 warning people against occupying DDA land or engaging in transactions involving illegal properties.
The authority said violations may lead to demolition of unauthorized structures, recovery of damages, and registration of First Information Reports (FIRs) wherever applicable. The measures are intended to strengthen land management, improve transparency through digital documentation, and support timely enforcement across Delhi.
