Amit Shah Launches VINIMAY Digital Border System, Making Land Ports Smart

India has launched a new digital system aimed at modernising border management and improving trade efficiency at land ports. Union Home Minister and Minister of Cooperation Amit Shah inaugurated the Land Port Management System (LPMS), named VINIMAY, in New Delhi on June 9.
The platform is designed to integrate multiple agencies involved in border operations into a single digital framework. Officials said the system aims to reduce paperwork, speed up processing, and strengthen coordination among security and trade authorities operating at India’s land borders.
Digital Platform Aims To Streamline Border Operations
According to the Ministry of Home Affairs, the LPMS will connect systems including ICEGATE, the Motor Vehicle System, the Central Board of Indirect Taxes and Customs (CBIC), Border Security Force (BSF), Directorate General of Foreign Trade (DGFT), UIDAI and the Unified Logistics Interface Platform (ULIP).
The government said nearly 90% of paperwork will be eliminated through the system, with a single electronic window for cargo, passenger and vehicle processing. Officials estimate processing times could fall by 40% to 60% at land ports, while gate clearance times may reduce by up to one-third.
The platform also includes real-time data sharing and automated systems such as number plate recognition to improve monitoring and reduce delays at border checkpoints.
Land Ports Positioned As Trade And Security Hubs
India currently operates 15 land ports, with plans to develop 11 more in the coming years. Officials said land port trade has increased from ₹5,000 crore in 2014 to about ₹83,000 crore, reflecting a significant rise in cross-border commerce.
The government described land ports as dual-use infrastructure supporting both economic activity and national security. The new system is expected to enhance coordination among agencies while supporting legitimate trade and reducing procedural bottlenecks.
Officials said the Land Ports Authority is being developed as a key component of India’s broader “smart border” strategy, which combines technology with physical infrastructure to manage border movement more efficiently.
Digital Integration And Border Security Strategy
The LPMS platform is intended to centralise data exchange among multiple government systems to improve real-time decision-making at border points. Officials said the system will support improved monitoring of goods, vehicles and passenger movement across land routes.
The government also highlighted that better-managed land ports can support regional development by improving connectivity and formalising trade flows in border areas.
Authorities said the system is part of a wider effort to modernise border governance through digital tools while strengthening coordination between security and trade agencies.
